The Alberta Public Housing Administrators’ Association (APHAA) is a professional association of housing administrators working in the Province of Alberta in the publicly-funded housing and non-profit housing sector. Our mission is to promote excellence in publicly-funded housing administration through education, information, and networking

Kristen Chambers APHAA President

Kristen is the CAO of The Evergreens Foundation, a non-profit housing management body that has been providing affordable housing options to seniors, individuals and families for over fifty years. With its head office in Hinton, The Evergreens Foundation provides support to the surrounding communities of Hinton, Edson, Jasper, Grande Cache, and Evansburg.

Tammy Menssa Director at Large

With over 14 years of experience in seniors and community housing, Tammy Menssa currently serves as Executive Director of the North Peace Housing Foundation, leading with a focus on operational excellence and compassionate service delivery. Holding a Bachelor of Commerce from the University of Alberta, she is passionate about creating sustainable, community-focused housing solutions that promote stability and well-being.

Jillanne Bowler-Veltman Treasurer

Jillanne is the Director of Business Administration and Human Resources at Right at Home Housing Society. The Society provides a positive alternative for Edmontonians currently without a home, living in substandard accommodation, or spending a disproportionate amount of their income on housing. Right at Home offers a range of supportive services for its residents, including work placement opportunities to develop various skill sets.

Lauren Ingalls Director at Large

Lauren Ingalls has worked in the seniors and social housing sector since 1993, serving as Executive Director with multiple agencies and overseeing a wide range of housing programs across Alberta. With a background in economic development and a Bachelor of Commerce, she remains active in the field through leadership roles, committee work, and presentations on governance and sector development.

Stacey Stilling Vice-President

Stacey is the Chief Administrative Officer for Mountain View Seniors’ Housing (MVSH) which has been providing services to seniors, families and individuals for over 6 decades. MVSH provides housing options to over 500 people within the central Alberta region. Stacey has been in the seniors housing and care industry for over 20 years and is passionate to ensure residents have the supports they need to live active, healthy lives.

Our Committees

There are three Member Committees constituted by APHAA’s bylaws. When needed, the Executive can establish Ad-Hoc Committees to work on specific priorities or emerging issues.

Committee Members are selected to ensure representation from a cross section of our Membership. The Chair of each committee acts as a liason between the Executive and other Committees.
